His Majesty King Mohammed VI, accompanied by His Royal Highness Crown Prince Moulay El Hassan, launched, on Wednesday in the Aamer commune (Salé prefecture), the construction of a stockpiling and initial reserves platform for the Rabat-Salé-Kénitra region, a testament to the Moroccan model of resilience and rapid deployment of relief operations in the event of disasters.
By order of His Majesty the King, each region of the Kingdom will have a large platform for stockpiling and initial reserves (tents, blankets, beds, medicines, and food supplies, etc.), in order to respond immediately to disasters (floods, earthquakes, and chemical, industrial, or radiological hazards).
Thus, the Rabat-Salé-Kénitra initial stockpile and reserves platform will be completed on a 20-hectare plot of land within 12 months, with a total budget estimated at 287.5 million dirhams. This project includes the construction of four warehouses (5,000 square meters each), two large equipment hangars (2,500 square meters each), a helipad, and parking spaces.
This regional platform is part of a comprehensive program presented to His Majesty the King on this occasion. The program includes the construction of 12 platforms with a total investment of 7 billion dirhams, including 2 billion dirhams for construction and 5 billion dirhams for the purchase of materials and equipment.
These platforms, which will occupy a total real estate area of 240 hectares, will house 36 warehouses, distributed according to the demographic density of each region and the potential risks.
For the six regions of Casablanca-Settat, Rabat-Salé-Kénitra, Marrakech-Safi, Fez-Meknes, Tangier-Tetouan-Al Hoceima, and Souss-Massa, the platforms will consist of four warehouses, with a total area of 20,000 square meters each. The platforms for the other six regions, namely the Oriental Region, Beni Mellal-Khenifra, Draa-Tafilalet, Guelmim-Oued Noun, Laayoune-Sakia El Hamra, and Dakhla-Oued Eddahab, have two warehouses with a total area of 10,000 square meters each.
The materials and equipment to be stored on these platforms are intended to ensure a rapid response to affected populations in the event of a disaster, and to ensure prompt and reasonable coverage of rescue, assistance, and care needs, in accordance with His Majesty the King's proactive vision.
In this regard, these materials and equipment, intended for immediate deployment following a potential natural disaster, will cover the following main categories:
– Shelter through the provision of 200,000 multi-service tents and related equipment (camping beds, mattresses, blankets, etc.);
– Feeding the affected population through mobile bakeries and kitchens, as well as ready-to-eat meals for affected families.
- Covering the drinking water and electricity needs of the affected population by providing water filtration and drinking water treatment equipment, and generating electricity using towable generators.
– Developing rescue and disaster response capabilities. This includes, in particular, preparing stockpiles of equipment needed to combat floods, rescue in the event of earthquakes, landslides, and mudslides, and combat chemical, industrial, or radiological hazards.
Providing healthcare to the affected population, through the provision, in the first phase, of six field hospitals, each with 50 beds, and six more hospitals in the second phase, including emergency operating rooms and medical service units in various specialties. This mobile hospital infrastructure will be complemented by the installation of advanced medical centers in the affected locations for triage and first aid.
This also includes placing stocks of medicines at the disposal of the immediate needs of affected people. Specialized teams will manage the storage of food and medicines according to very strict regulations, in compliance with applicable standards.
The establishment of these platforms aims to develop the national emergency infrastructure, improve the comprehensive crisis response system, ensure faster delivery of relief and assistance to those affected, and enhance Morocco's resilience in the face of various crises.
The comprehensive program for establishing regional platforms for stockpiling and initial needs will also enable the availability of strategic stockpiles capable of responding to three times the needs met in the wake of the Al Hoceima earthquake, as well as developing a national system for producing the equipment and materials needed to launch immediate relief operations in the event of disasters.
These regional platforms, whose locations were selected according to safety standards, were designed based on an in-depth analysis of the needs of each region of the Kingdom, taking into account the risks involved, supported by a study of best practices and international standards in this field.
