The King Mohammed VI chaired a ministerial council on Monday at the Royal Palace in Rabat, devoted to approving a draft organic law, four draft decrees related to the military, a number of international agreements, and proposals for senior appointments.
According to a statement from the official spokesperson for the Royal Palace, a copy of which was received by NajibPressEng today, during the proceedings of this council, King Mohammed VI inquired at the beginning of the session with the Minister of Agriculture, Maritime Fisheries, Rural Development, Water and Forests about the impact of rainfall on the agricultural season, the current situation of the national livestock herd, as well as the measures prepared by the government to reconstitute the herd in a sustainable manner and improve the conditions of livestock breeders.
The Minister responded that the rainfall in our country had a very positive impact, particularly on grain production, autumn and spring crops, and fruit trees. It also had a positive impact on vegetation and livestock in various regions of the Kingdom.
In this context, His Majesty issued his high directives to ensure that the herd regeneration process is successful at all levels, with complete professionalism and in accordance with objective standards, and to entrust the supervision of the support management process to committees supervised by local authorities.
The same statement added, "His Majesty the King also inquired with the Minister of Equipment and Water about the dam filling rate and its impact on the water situation in our country. The Minister pointed out that the dam filling rate currently stands at 40.3 percent, and that this increase allows the filling of six billion and seven hundred million cubic meters of water, equivalent to a year and a half of drinking water consumption."
The other two draft decrees amend and supplement the Royal Decree setting the salaries of military personnel in the Royal Armed Forces receiving a monthly salary, and amend and supplement the decree setting the system of salaries, food and transportation expenses for military personnel in the Royal Armed Forces receiving a special progressive salary, as well as the related administrative and accounting rules.
The two projects fall within the framework of the special attention given by His Majesty the King, Supreme Commander and Chief of General Staff of the Royal Armed Forces, to settling the financial situation of members of certain categories within these forces, with the aim of developing their field capabilities and raising their level of efficiency and readiness.
As part of strengthening partnership and cooperation relations between Morocco and several sister and friendly countries, the Ministerial Council approved eleven international agreements, including eight related to the African space, two at the Asian level, and one with a European country. Six of these agreements are notable for having been signed in the cities of Laayoune and Dakhla in the Moroccan Sahara, in an explicit recognition of full Moroccan sovereignty over this part of the national territory.
The same source confirmed, "These agreements cover areas of judicial and customs cooperation, higher education, scientific research and innovation, transportation, logistics, energy, avoiding double taxation and preventing tax evasion, in addition to an agreement regarding Morocco hosting a permanent headquarters for the African Union for the Blind."
In accordance with the provisions of Article 49 of the Constitution, upon the proposal of the Prime Minister and at the initiative of the Minister of the Interior, His Majesty the King, may God protect him, has appointed a number of governors and officials in the central and territorial administration. At the suggestion of the Prime Minister and at the initiative of the Minister of Economy and Finance, His Majesty the King, may God preserve him, appointed:
1 - Ms. Nezha Hayat as Director General of the Mohammed VI Investment Fund
2 - Mr. Saïd Jebrani as Director General of the National Company for Guarantee and Financing of Enterprises.
At the suggestion of the Prime Minister and at the initiative of the Minister of Health and Social Protection, His Majesty appointed Mr. Mohamed Akouri as Director General of the Tangier-Tetouan-Al Hoceima Regional Health Group.
This appointment comes as part of the implementation of territorial health groups, with the Tangier-Tetouan-Al Hoceima region selected as a model region, with a view to extending these groups to the rest of the Kingdom's regions.
At the suggestion of the Prime Minister and at the initiative of the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, His Majesty the King, may God protect him, appointed Mr. Amine Mezouaghi as Director General of the Digital Development Agency.
