In the middle of This week in Rabat, a partnership agreement was signed between the Ministry of National Territorial Preparation, Construction, Housing and City Policy, and the Moroccan Notary Authority, which falls within the framework of the final arrangements for the actual launch of the direct housing support program, which will enter into force, starting from January 1, 2024.


A statement from the Ministry stated that this agreement was signed by the Minister of National Territorial Preparation, Construction, Housing and City Policy, Mrs.      Chic Me - World Fatima Zahraa Al-Mansouri, and the Chairman of the National Council of the Notaries Authority in Morocco, Mr. Hisham Sabri.


According to the same source, this agreement will enable the establishment of the foundations of cooperation between the Ministry and the Notary Authority, by accompanying citizens by notaries throughout the process of granting direct housing support (2024-2028), as well as by capping notary fees at an amount of 2,500 dirhams, taking into account fees, instead of Approximately 6,000 dirhams, including fees.


This amount includes, and the report adds, the fees of the notary, as well as all costs related from the contract of promise to sell until obtaining the ownership certificate, outside of the state’s duties, for the benefit of every purchaser of housing whose price is less than or equivalent to three hundred thousand (300,000) dirhams, excluding fees.


The Minister mentioned the most prominent aspects of the new program, which provides citizens with a direct mechanism to facilitate access to main housing, stressing the importance of ensuring its success by involving all concerned parties, especially notaries, as they are “an essential partner in the process of enabling male and female citizens, residing inside and outside the country, to acquire housing.” .


The Minister also stressed, the communication adds, the social and economic goals of this new program, “which aims to ensure equal opportunities in obtaining housing at appropriate prices and supported by the state to improve the living conditions of Moroccans in urban and rural areas.” Chic Me - World

She also stated that the direct housing support program will contribute to enhancing the purchasing power of those wishing to purchase primary housing.

The amount of direct support was set at 100,000 dirhams for the purchase of a home whose selling price is less than or equivalent to 300,000 dirhams, including fees, and at 70,000 dirhams for the purchase of a home whose price exceeds 300,000 dirhams and does not exceed 700,000 dirhams, including fees.


In order to keep up with and ensure the success of these important workshops, the Ministry worked to develop a digital platform, “Housing Support,” specifically to manage and evaluate the process of granting direct housing support and access information for those wishing to benefit from this support available to all partners, the report concludes.
